Palm Bay's Planning and Zoning Board will consider a final development plan Wednesday night for Emerald Lakes East Phase I, a roughly 251-acre piece of the Emerald Lakes Regional Activity Center east of Interstate 95 along St. Johns Heritage Parkway SE.
The quasi-judicial hearing is set for 6 p.m. Oct. 7 in City Hall Council Chambers at 120 Malabar Road SE. The case, FD26-00001, was filed by Excess Land Investment, LLC, with Jake Wise, P.E., of Construction Engineering Group, LLC, listed as the applicant representative.
According to the city's staff report included in the board packet, the request seeks approval of a Final Development Plan for East Phase I of the Emerald Lakes RAC planned unit development. The program calls for 652 multifamily dwelling units and about 1,106,700 square feet of nonresidential development, including commercial, office, research, light industrial and hotel uses. The parcels sit north and south of St. Johns Heritage Parkway SE and total about 250.96 acres.

A September 2026 traffic impact analysis prepared by Kimley-Horn and summarized in the staff report estimates about 21,845 net new daily external trips at 2035 buildout, with 1,136 morning and 1,627 evening peak-hour trips. The report describes signalization and turn-lane improvements at St. Johns Heritage Parkway and Emerald East Boulevard once a 600-vehicle eastbound evening approach threshold is met, along with other access improvements.
The packet also notes that Brevard Public Schools issued concurrency letter SCADL-2026-13 for the 652 units, and that Fire Rescue planning materials identify a service-delivery deficiency without mitigation. A phased mitigation concept involving a future Fire Station 9 and related resources is described as subject to Fire Rescue and city approval.
