Palm Bay Names Roy Johnston as New Chief Building Official
Roy Johnston, formerly UCF's building official, will lead Palm Bay's Building Department, overseeing permits, plan review and inspections.
Palm Bay has a new head of its Building Department. The city announced Wednesday, Oct. 28, that Roy Johnston is its new Chief Building Official.
In that role, Johnston will oversee the department's permitting, plan review, inspections, and enforcement of building codes. The city said he will work with staff, residents, contractors, and development professionals on safe construction, consistent building standards, and efficient service as Palm Bay continues to grow.
According to the city, Johnston brings more than 15 years of experience in building administration, code compliance, inspections, and municipal government, including leadership roles in Florida and Pennsylvania.

He most recently served as Director and Building Official at the University of Central Florida, where he oversaw building department operations, budgeting, government relations, legal compliance, personnel, and planning. The city said that under his leadership, the UCF department earned AC251 accreditation from the International Accreditation Service, the standard for building and code enforcement departments.
Before UCF, Johnston was Building Official for Ross Township, Pennsylvania, and held several positions with the City of Pittsburgh, including Master Code Official, Plan Examining Engineer, and Senior Inspector. His background covers building and zoning code administration, accessibility compliance, and work with designers and contractors on complex construction projects.
Johnston's certifications include Florida Building Code Administrator, International Code Council Master Code Professional, and Certified Building Official, along with credentials in fire safety, building inspections, plan review, and accessibility compliance.
