Palm Bay Council to Hear Emerald Lakes East Phase I Plan Oct. 15
Palm Bay City Council on Oct. 15 will hear Emerald Lakes East Phase I, a Wawa wall-sign variance, and the final reading of Ordinance 2026-30.
Palm Bay City Council will take up the final development plan for Emerald Lakes East Phase I at its regular meeting Thursday, Oct. 15, along with a related Wawa sign variance and the final reading of a city-sponsored zoning ordinance.
The meeting, Regular Meeting 2026-28, is set for 6 p.m. in Council Chambers at 120 Malabar Road SE. According to the posted agenda, Excess Land Investment, LLC, is asking for approval of a Final Development Plan for the Emerald Lakes East Phase I Regional Activity Center Planned Unit Development on about 250.96 acres north and south of St. Johns Heritage Parkway, east of Interstate 95 (case FD26-00001). The city's Planning and Zoning Board recommended approval of that plan on Oct. 7 after a public hearing.
Also on the public-hearing calendar is a quasi-judicial variance request by Diaz Treasures, LLC (case V26-00006) to allow more exterior wall signs than city code currently permits on a proposed principal building on about 3.23 acres. That request matches the Wawa wall-sign case the Planning and Zoning Board reviewed Oct. 7 and forwarded with a recommendation to approve under stated conditions.

Council is also scheduled for the final reading of Ordinance 2026-30, a city-initiated amendment (case T26-00005) to Chapter 172 clarifying review criteria for conditional use applications. A first reading of Ordinance 2026-42 would vacate a portion of a rear public utility and drainage easement on Lot 6, Block 2343, Port Malabar Unit 44 (case VE-6-2026).
Consent items listed on the agenda include a $230,250 digester-repair contract at the North Regional Wastewater Treatment Plant with Meeks Plumbing and a $34,730 interlocal agreement with Brevard County for 9-1-1 addressing services. Those items can pass in one motion unless a council member pulls one for separate discussion.
Anyone seeking party status in a quasi-judicial case must give written notice to the city clerk at least five business days before the hearing. The meeting is broadcast live on the city's website and Space Coast Government TV.
