The City of Melbourne held its first annual Stormwater Pond Maintenance Seminar on Tuesday, September 22, at the Joseph Pellicano Law Enforcement Center. Forty-three residents, representing 28 homeowners associations (HOAs), attended.
Topics covered included the history of the Clean Water Act, the purpose of the City’s Stormwater Maintenance Agreement, the Illicit Discharge Ordinance, stormwater pond construction and purpose, the dos and don’ts of stormwater pond maintenance, and a visit to a retention/dry pond on the grounds of the center.
The seminar was designed to help HOAs better understand how stormwater ponds work and how they need to be maintained as they age to keep them functioning properly. For example, they have to be cleaned out regularly, or they can send out polluted water to the Indian River Lagoon. Improperly maintained ponds also cannot discharge as much water as needed to prevent street flooding.

Though the City of Melbourne does not maintain private HOA stormwater ponds, our employees can advise and provide information to HOAs to help them maintain their ponds. The City and the HOAs work together to be sure that all stormwater gets proper treatment before going into the Indian River Lagoon.
